Through Vote by Mail, registered voters can choose to receive official, mail in ballots for the primary, general or any special elections that occur in a given year. They can also choose to have ballots for all future elections sent to them.

Mail-in Ballots are available in the County Clerk's office and must be requested in writing by filling out a Civilian Mail-in Ballot Application. Your personal signature is required. The County Clerk's office must receive Mail-in Ballot Applications by mail no later than seven days prior to the election date. Faxed copies of a Mail-in Ballot Application are not acceptable due to the need for an original signature.

Any mail-in voter who fails to apply in writing for a Mail-in Ballot within seven days prior to an election may apply in person or by authorized messenger, to this office up to 3 pm the day before the election.

Per N.J.S.A. 19:63-10(a), the Middlesex County Clerk’s Office is required to maintain a list, which is updated daily, of voters whose application for a Mail-In Ballot was approved and were sent their ballot, and per N.J.S.A. 19:63- 10(b), the Middlesex County Board of Elections is required to maintain a list of voters who have returned their voted mail-in ballot.  These lists are available as a joint list named the “(Election) VBM List”. Additionally, per N.J.S.A. 19:15A-3, the Middlesex County Board of Elections is required to make available to the public a tally of the total number of voters, including their names, who have cast a ballot at each early voting location during the previous day. This is a separate list named “(Election) Early Voting List”. The Ballot Cure Act, P.L. 2020, c.70 established a cure process for mail-in and provisional ballots that are either missing a signature or the signature does not match the signature in the voter’s voting record. A list named “(Election) Cure Letter List” will be made public of the voter’s who were mailed a cure letter form. In accordance with N.J.S.A. 19:52-3.1, each polling place shall publicly display a notice containing an official count of the cumulative number of voters who have voted at each precinct every two hours after the opening of the polls. A list named “(Election) 2 Hour Tally List” will be made available during Primary and General Elections.

Election Lists

Access to the lists described in this section, will require a Request Form to be submitted. The Request Form will be provided below when it becomes available. Once complete, a PASSWORD will be emailed to the requestor. The password, placed on the file for security reasons, will enable the Microsoft Excel file to be fully opened. The vote by mail list is published daily once the ballots are mailed and the early voting list is published once daily during the early voting period. Cure letter lists are published after Commissioner review dates leading up to the election. 2 Hour Tally Lists will be on display at each polling location and will be made available electronically every two hours during election day. The same password is used every day for all files in the same election.

Any candidate who has filed a Petition of Nomination for Public Office shall file with the New Jersey Election Law Enforcement Commission (NJ ELEC) the New Jersey Election Commission Reports. These reports contain information concerning contributions and disbursements of a particular candidate’s campaign. Reports are due on the following dates:

• 29 days prior to election day
• 11 days prior to election day
• 20 days after election day

Petitions of Nomination for Public Office may be obtained from either the County Clerk or from the Office of the Municipal Clerk. Petitions to run as an independent candidate may only be obtained from the County Clerk's office. Petitions for April’s School Board election may be obtained from your local School Board Secretary. Petitions for the November School Board election may be obtained from the County Clerk’s office. After petitions have been filed with the respective clerks and/or the County Clerk, the County Clerk is responsible for the drawing of position for the primary ballot and the general election ballot.

If you are in the military or an overseas citizen desiring to vote in a federal election, you may apply for a ballot by filling out the Federal Post Card Application (FPCA). This application should be received in our office 30 days before a federal election, which are held in even-numbered years. If you are applying for a military or federal mail-in ballot after the 30 days, you may fax to 732-745-2170 or email your application to request a ballot. Please visit the Federal Voting Assistance Program or FVAP where you will find the FPCA application.
