The Middlesex County Division of Children's Services merges the functions of the Youth Services Commission (YSC) and the County Interagency Children’s Coordinating Council (CIACC) to ensure the delivery of comprehensive services for Middlesex County’s children. The Council focuses on identification, planning and oversight of programs that provide children’s behavioral healthcare services; programs for juveniles charged or adjudicated as delinquent; and delinquency prevention programs.

The Division funds for programs related to youth and staffs the Council for Children’s Services, a combined council of the Youth Services Commission (YSC) and the County Interagency Coordinating Council for Children (CIACC), facilitates Multidisciplinary Team (MDT) services for juveniles linked with the Family Court or Juvenile Justice Commission transitional services; and facilitates training workshops and conferences that provide professionals, consumers, and family members with information regarding mental health and related children's services. The Division maintains a liaison relationship with the NJ State Juvenile Justice Commission.

The Division of Children’s Services supports the administration of Children’s Mental Health:

• Assisting in identifying the behavioral health care needs for children up to age 21.
• Assisting young adults ages 18-21 with service histories through the Division of Child Protection & Permanency (DCP&P), the Children's System of Care (CSOC), and the Juvenile Justice System (JJS), in moving to the adult system.
• Providing information and referral to consumers and families regarding the continuum of care for children with special emotional and behavioral issues.

The Division facilitates The McKinney-Vento Education of Homeless Youth Program in Middlesex County. The McKinney Vento program is designed to address the problems that homeless children and youth have faced in enrolling, attending, and succeeding in school. Under this program, State Educational agencies (SEAs) must ensure that all homeless children and youth have equal access to the same free, appropriate public education, including a public preschool education, as other children.
