Middlesex County Road Safety Audits

In 2022, Middlesex County became the first county in New Jersey to adopt a Vision Zero Action Plan to partner with municipalities, NJDOT, transit agencies, business owners, and other stakeholders to eliminate fatal and serious injury crashes on roadways. As part of this plan, a High Injury Network (HIN) was developed to identify roadways for potential safety improvements. One priority item in the Action Plan is to conduct Road Safety Audits (RSAs).

A critical tool of our Vision Zero arsenal, road safety audits identify opportunities to enhance the road safety of a particular road corridor or intersection for all users – pedestrians, cyclists, and motor vehicle operators. The audits are conducted by a multidisciplinary team of stakeholders and include a walking inspection of the road corridor (or intersection) followed by work sessions to collaboratively develop potential safety enhancement concepts. The anticipated completion of this project is June 2025.

For this study, the county will conduct RSAs along five (5) County owned roadways in the coming months. Locations were identified using various criteria, including the HIN and seeking to address locations for all travelers, including bicyclists and pedestrians. The RSAs will uncover safety concerns and propose recommendations for improvements that will help reduce fatal crashes and crashes involving injuries.

The five audits include segments of the following roads:

  • CR 673/ Ernston Road in Sayreville/Old Bridge
  • CR 529/ Stelton Road in Piscataway/South Plainfield
  • CR 617/ Ryders Lane in Milltown/East Brunswick
  • CR 653/ Amboy Avenue in Perth Amboy
  • CR 529/ Plainfield Avenue in Edison

These RSAs make an important contribution towards the County’s Vision Zero pledge to eliminate roadway fatalities and serious injuries by creating a culture of safety, responsibility, and awareness throughout Middlesex County.

What is the study area?

Middlesex County’s High Injury Network (HIN) was developed as part of the Vision Zero Action Plan. Data was analyzed to pinpoint locations that have disproportionate numbers of fatal and serious injury crashes. The Countywide HIN map is one of several key metrics used to select the corridors that will undergo safety audits.

How is this funded?

The study for all five RSAs is led by the Middlesex County Department of Transportation, Office of Planning, with funding support from the North Jersey Transportation Planning Authority (NJTPA) Subregional Studies Program.
